Hebei University of Engineering (HUE), jointly funded by Hebei Provincial Government and the Ministry of Water Resources of China, is a key provincial university and one of provincial “National Key Construction First-class Universities”. It is located in Handan, a famous historical and cultural city, known as“the Capital of Chinese Idioms”. HUE was established in 2003 from the amalgamation of 4 individual colleges: Hebei Institute of Architectural Science and Technology, North China Institute of Water Conservancy and Hydro-electric Power (Handan), Handan Medicine College, and Handan Agriculture College.

HUE houses advanced facilities for higher education as well as beautiful campus views . It covers an area of 350 acres, with the total construction area of the school buildings 897 thousand square meters. The new campus under construction occupies 675 acres, with the total construction area of the school buildings 973.1 thousand square meters. HUE boasts a gallery of well-qualified 2,051 staff. Presently, the university has 1,720 graduate students, 23,848 full-time undergraduates, and 114 international students. The university has 3 double-employed academicians, 2 experts of “Thousand Talents Program”and “Thousand Young Talents Program”, 6 experts enjoying State Special Allowance , 1 national candidate for “New Century Talents Project”, 2 “Provincial Top-Talents”, 4 Excellent Provincial Experts , 2 candidates for “New Century Talent Support Program”of the Ministry of Education, 4 experts enjoying Provincial Special Allowance, 6 young experts honored “Provincial Outstanding Contribution Experts”, 1 expert honored “Provincial Outstanding Returned Overseas Chinese Talents” and 42 experts elected into the“New Century 333 Talent Project”. It owns advanced teaching and research laboratories, student innovation bases, student activity centers, academic exchange centers, and stadiums. The full-featured library has a total collection of 2.25 million volumes. HUE has established a 10-Gigabit fibre-optic backbone with a speed of 1000 Mb/s for the campus computer network and wireless coverage. A 3-A hospital, a primary and a middle school are also affiliated to HUE.

With a distinctive feature of engineering, HUE has developed a multi-disciplinary system, which covers 11 discipline fields, namely engineering, sciences, management, agriculture, medicine, humanities, economics, law, arts, education, history and the like. There are 20 teaching departments, which offers 82 undergraduate programs, with 66 programs (80.5%) relating to engineering. HUE owns the only national doctoral program in Water Resource and Water Environment Regulation and Integrated Management and the only post-doctoral research station in Hydraulic Engineering in Hebei Province. It also owns 10 first-level graduate disciplines covering hydraulic engineering, geological resources and geological engineering, mechanical engineering, architecture, computer science and technology, software engineering, mineral engineering, management science and engineering, business administration, and animal husbandry, as well as 5 professional degree programs namely MBA, Master of Engineering, Master of Agriculture, Master of Applied Statistics, and Master of Clinical Medicine.

HUE adheres to the cultivation-oriented concept and fully devotes itself to the all-round development of graduates with social responsibility, spirit of innovation and practical ability. HUE is qualified to recommend top students into graduate schools without entrance examinations. It has 4 national characteristic programs, 2 national undergraduate comprehensive reform pilot programs, 1 national off-campus education practice base, 7 provincial experimental teaching demonstration centers, 4 provincial undergraduate innovation bases, 8 provincial model programs, 5 provincial undergraduate comprehensive reform pilot programs, 4 dual bachelor education pilot programs, 2 provincial off-campus education practice bases, and 1 provincial simulation experiment teaching center. The university ranks high in its graduate employment rate and the employment quality. For 66 years ever since the foundation of HUE, more than 200 thousand graduates have made great contributions to the society in various research fields and all walks of life, many of whom have become outstanding professional and technical personnel, senior executives, and political elites.

HUE attaches great importance to the improvement of students’ innovation ability. As one of the first model universities to deepen innovation and entrepreneurship education reform in Hebei province, the Student Innovation and Entrepreneurship Center is accredited by Hebei Department of Science and Technology. Since 2014, HUE students have won 281 awards in national science and academic competitions, including China "Internet+" University Student Innovation and Entrepreneurship Contest, National Challenge Cup Competition, Formula Student China, National College Student Robot Competition, and National Higher Education Artificial Environmental Science Award Competition, among which the best records include a bronze medal in the 3rd China "Internet+" University Student Innovation and Entrepreneurship Contest, top 10 in Formula Student China 2015 and 2016, one first prize in the 25th National Higher Education Artificial Environmental Science Award, and German Red Dot Design Awards in 2013 and 2015.

To embrace the key task of talent cultivation and the national or industrial strategy requirement, the university has been constantly devoted to scientific research, especially applied sciences and technology research and obtained many scientific and technological achievements. Since the national Twelfth Five-Year Plan, the university has undertaken 82 national research projects (including 1 key research project supported by the National Natural Science Foundation), as well as 797 provincial and ministerial research projects. The university has published 855 SCI and EI papers, and obtained 116 service invention patents. The projects presided by the university won 116 provincial and ministerial science and technology awards, including 2 first prizes of Hebei Scientific and Technological Progress Award, 1 first prize of Hebei Natural Science Award, 1 first prize of Hebei Outstanding Achievement Award of Social Sciences and 1 research achievement awarded Top 10 Geological and Technological Developments 2015. HUE owns 1 academician workstation, 1 national technology transfer demonstration institution, 3 provincial collaboration and innovation centers, 2 key provincial laboratories, 9 provincial engineering technology research centers, 2 provincial industry technology research institutes, 2 provincial engineering laboratories, and 1 provincial social science research base. As the first national pilot university to implement Water Saving Management Contract (The contract is proposed in The National 13th five-year plan.) assigned by Department of Water Resources Comprehensive Administration, HUE has achieved remarkable economic, social and ecological benefits. HUE implements vigorously Beijing-Tianjin-Hebei coordinated development of national strategy, not only developing cooperation with universities in Beijing and Tianjin, including Tianjin University, China University of Mining & Technology Beijing, and Tianjin Medical University, but also co-establishing, with Tianjin University and China Shipbuilding Industry 718 Institute, South Hebei Technological Achievements Transfer Handan Base. It has signed cooperation contracts with 18 counties and districts of Handan, promoting local technological achievements transfer. HUE is awarded China Technology Market“Golden Bridge Award”. Since 2012, 13 working groups have been assigned to help alleviate poverty in rural areas.

HUE has made brilliant achievements in cultural inheritance and innovation. A campus culture with the spirit of engineers and craftsmanship as dual cores, and with the emphasis on democracy, people’s well-being, patriotism, conservation of historic heritages, self-improvement, physical training, and resources conservation, is gradually forged, giving rise to the natural outlet of academic excellence. Gandan Academy, Zishan Lectures, Moral Lectures, as well as The 129th Division of the Eighth Route Army Spirit Study Association all spread spirit of patriotism. Ancient Architecture Museum in construction already collects 1,230 pieces of ancient architecture components, among which the series of pagoda bricks of the Northern Qi Dynasty (550-577) with high academic value is rare in China. Since 2006, 10 students have been awarded China’s University Independent Stars continuously; HUE chorus won the second prize in The 4th National Art Festival of College Students; HUE is the only university in Hebei province to be honored as 2007-2012 National Student Winter Running Excellent contestant. HUE ranks 57 on 2015 China University Sports Race List issued by People's Daily Online, top of Hebei province. Since National Twelfth Five-Year Plan, HUE has broken Men's Triple Jump record and 10000 Meter Walk record in Hebei University Games, and won 24 champions in national races such as China University Aerobics Championships, and The National University Athletics Championships, 1 silver medal and 1 bronze medal in the 13th National Student Games.

HUE attaches great importance to international exchange and cooperation. At present, the university has established a long and stable academic exchange and cooperation relationship with more than 27 universities in 14 countries including United States, Britain, Australia, Canada, Poland, Ukraine, and so on. It has carried out dual degree and exchange programs with 15 universities and enrolled international students from Ukraine and Pakistan. With the National Belt and Road Initiative as the guidance, HUE promotes exchange programs of teaching staff and students, cooperation in running schools, and co-establishing research platforms with universities of the countries along the Belt, like Technical University of Bivistok, Poland, National chemical university of Ukraine, and Belarusian National Technical University. As the sole editor unit, HUE co-hosts, with the British Science Press, Energy Survey and Development retrieved by SCI and EI. As the first editor unit, it co-founds, with University of Alaska USA, Loughborough University UK and Ukraine National University of Architectural Technology, World Journal of Engineering included in Elsevier’s Scopus database and distributed at home and abroad.

Since the National Twelfth Five-Year Plan, HUE has realized leapfrog development with 256 historical breakthroughs or breakthrough of zeros in various undertakings. Challenge requires commitment, while development tests obligation.
